What is the role of HR in planning a personal development plan?
As an HR Manager, I have helped many District and Store Managers write up a PDP. What my role was to train them on what exactly it is and to review some of them to ensure that what is written isn’t just "fluff" rather "STUFF". By that, I mean items that are actionable, and can easily be accomplished within the goal time period. Sometimes even managers can get off track!
The HR Manager can also be utilized if there is any disagreement on this plan between you and the Mgr. Sometimes these are written with the employees goals NOT considered, which really defeats the purpose!

need a little more info really. Usually your PDP is done with your manager - HR have little or no influence if it’s about personal goals. Your PDP shouldn’t be about hr related issues i.e absence/sickness etc as these should be in your action plan.

They shouldn’t have any role in it. It should be your line manager.
HR should not have any role in any company, in 99.999% of cases they are a total and utter waste of space and money.
